Pressure variation can be regulated by a pressure vessel holding compressed gas; the hot water is pressurized by a diaphragm which also separates the water from the compressed gas. If the pressure is very high in the system, then the water will escape from the safety valve, and if the pressure is too low, then the safety valve will open to let the water in.
